Social Strata was engaged to carry out six-monthly labour and working conditions audits of the EPC contractor and subcontractors during the construction phase of Vifor Wind Farm, a major onshore renewable energy project under development in Buzău County, Romania, with an anticipated installed capacity of approximately 461 MW. The audits were undertaken to assess alignment with Romanian labour legislation, client requirements and international standards, including International Finance Corporation Performance Standards and European Bank for Reconstruction and Development environmental and social requirements, with a focus on workforce management, contractor oversight and labour risk management across construction activities.

What we did
Social Strata led the labour and working conditions audits using a triangulated assessment approach combining documentation review, site observations and confidential worker interviews across contractors and subcontractors. The audits included detailed reviews of labour and supply chain management documentation, employment contracts, payroll and working time records, alongside interviews with management personnel and a representative sample of non-managerial workers during site visits.
Social Strata adopted a collaborative and implementation-focused approach, providing practical guidance on corrective actions and good practice measures throughout the audit process. Findings and action plans were discussed and developed directly with HR, OHS, procurement and contractor management teams to support ownership, accountability and continuous improvement over the construction phase, with practical labour management tools and guidance shared to support ongoing implementation and performance improvement.
The result
The audits supported the project in strengthening alignment with international best practice standards across labour and workforce management during the construction phase. The process contributed to increased awareness of international labour standards and lender requirements, strengthened labour management systems and oversight processes, improved working conditions, and the development of a stronger culture of performance monitoring and continuous improvement across contractors and subcontractors.
