Baku Metro Expansion Project

About this work
Baku Metro was undertaking a major expansion and modernisation programme, including the extension of the existing Green Line and upgrades to two metro depots, with financing from the Asian Infrastructure Investment Bank (AIIB). The project required environmental and social planning documentation aligned with international lender requirements, including the integration of labour, gender and land acquisition considerations into project design and implementation.

Robust Social Framework
What we did
Social Strata led the social and gender components of the project, supporting the preparation of environmental and social assessment and management documentation in line with international lender standards. This included input to the Environmental and Social Screening Report and Environmental and Social Management Plans, as well as the development of a Labour Management Plan, Gender Action Plan and Land Acquisition and Resettlement Planning Framework. Working closely with technical, environmental and client teams, Social Strata helped identify and manage key social risks and impacts, strengthen labour and workforce management arrangements, and embed gender considerations into project planning and implementation.
The result
The project established a robust framework for managing social, labour, gender and land acquisition risks throughout the development of the metro expansion programme. The work supported alignment with international lender requirements and helped strengthen the project's approach to inclusive development, stakeholder engagement and social risk management.
